P/E ratio for CEE Gas & Oil companies in middle and estern Europe

If you look at PE ratios the cheapest are Unipetrol, MOL and OMV. The highest dividends are paid by Petrom but still those CAPEX stocks are considered more like growing than dividends paying companies.
